Ipswich Water Policy Statements
Our Policy Statements aim to support the Strategic Management Plan and set parameters within which we carry out our business. These statements detail our roles and responsibilities and specify how we will fulfil our obligations, provide guidelines on what is to be undertaken in specific situations and indicate a commitment to a set of objectives.
Asset Management
The Ipswich Water Strategic Management Plan addresses Asset Management within the following Management Plans. These are the Policy Statements which mandate the actions that we will take to achieve our goals.

C1 - Asset Evaluation
|
Ipswich Water will ensure that asset information management systems are in place to support the achievement of long term sustainable, efficient, effective and financially optimised levels of service from the assets entrusted to Ipswich Water.

| C2 - Operations Management |
Ipswich Water will seek to optimise the overall utilisation of operational resources while maintaining a quality systems approach to achieving the agreed levels of service on a long-term sustainable basis.

| C3 - Maintenance Management |
Ipswich Water will maintain the service capability of water and wastewater infrastructure at optimum cost and will actively pursue maintenance strategies that support a full asset life.

| C4 - Water Loss Management Plan |
Ipswich Water will actively pursue cost effective initiatives to manage the loss of water from the water supply system.

| C5 - Sewer Overflow Management |
Ipswich Water will:
- comply with Environmental Protection Agency requirements including sewer overflow management
- develop and implement a cost-effective program for, sewer infiltration and inflow reduction
|
Commercial Performance
The Ipswich Water Strategic Management Plan addresses Commercial Performance within the following Management Plans. These are the Policy Statements which mandate the actions that we will take to achieve our goals.
| B1 - Financial Management |
Ipswich Water will undertake and report financial performance against the following:
- development and maintenance of agreed financial performance targets as contained within the Annual Performance Plan
- development and maintenance of a 10 year Financial Management Plan outlining the financial position of the business and supporting the various strategies that Ipswich Water will pursue to achieve agreed financial targets
- development and maintenance of an annual Operational and Capital Budget

| B2 - Commercial Development |
Ipswich Water will seek to improve its existing business and develop new business opportunities to increase the commercial return to the community in line with industry benchmarks through:
- developing existing service potential
- performance and efficiency
- developing emerging opportunities and strategic alliances
- developing commercial culture

| B3 - Marketing |
Ipswich Water will undertake marketing activities which will enhance the achievement of Ipswich Water business objectives and the overall corporate objectives of Ipswich City Council.

Customer Satisfaction
Ipswich Water is committed to the development and implementation of a Customer Service Plan to ensure delivery of services in accordance with our Customer Charter and Customer Service Standard.
The Ipswich Water Strategic Management Plan addresses Customer Satisfaction within the following Management Plans. These are the Policy Statements which mandate the actions that we will take to achieve our goals.
| A1 - Customer Service |
Ipswich Water will provide services to customers which meet or exceed the agreed standards of customer service included in the Ipswich Water Customer Charter, Annual Performance Plan, Strategic Asset Management Plan and the Customer Service Standard.
Ipswich Water will report compliance against the Annual Performance Plan requirements on a monthly, quarterly and annual basis. The Annual Report will also include reporting on the Strategic Asset Management Plan and the Customer Service Standard.

| A2 - Drinking Water Quality |
Ipswich Water will provide its customers with drinking water of a quality that meets or exceeds the requirements of the Australian Drinking Water Guidelines (1996) or its replacement.

Environmental Performance
The Ipswich Water Strategic Management Plan addresses Environmental Performance within the following Management Plans. These are the Policy Statements which mandate the actions that we will take to achieve our goals.
| D1 - Environmental Management |
Ipswich Water will comply with all Environmental Protection Agency licence requirements.
Ipswich Water will develop an Environmental Management System to ISO 14000 and obtain, then maintain, third party accreditation for the system.

| D2 - Recycled Water Management Plan |
Ipswich Water will actively promote and encourage the sustainable re-use of treated water discharged from wastewater centres, in the interests of environmental protection, water conservation and commercial business opportunities.

| D3 - Biosolids Management |
Ipswich Water will manage the collection, transport and disposal/re-use of Biosolids to achieve the optimum environmental and economic outcomes for the community.

| D4 - Trade Waste Management |
Ipswich Water will collect, transport, treat and dispose/re-use trade waste from commercial and industrial customers to optimise utilisation of system capacity, meet customer needs and achieve sustainable economic and environmental outcomes for the community.

Infrastructure Investment
The Ipswich Water Strategic Management Plan addresses Infrastructure Investment within the following Management Plans. These are the Policy Statements which mandate the actions that we will take to achieve our goals.
| E1 - Infrastructure Planning |
Ipswich Water will maintain a 10 year infrastructure investment program to satisfy projected demands for service and address existing system deficiencies.
Ipswich Water will maintain a current master plan and planning report framework to support effective long term planning and the infrastructure contribution or changing plan policies.

| E2 - Asset Rehabilitation |
Ipswich Water will maintain a current 10 year infrastructure rehabilitation investment program which will deliver the optimum life-cycle costs of maintaining the agreed levels of service.

| E3 - Asset Delivery |
Council requires Ipswich Water to improve the long term cost effectiveness of capital investment.
Council requires Ipswich Water to implement systems that ensure projects are delivered efficiently, within budget and timeframes.
Council requires Ipswich Water to:
- implement an effective project management system
- develop preferred methods of infrastructure financing and delivery
- review internal and external design and construction functions to ensure world's best practice
- implement processes which match project delivery to available budgets

| E4 - Demand Management |
Council requires Ipswich Water to actively practise conservation of water supplies through progressive implementation of demand management strategies.
Council supports demand management based on the following principles:
- public education
- two part tariff consumption charges
- use of water-efficient appliances and watering systems
- optimising effluent reuse
- trade waste minimisation
- appropriate water restrictions

Organisational Development
The Ipswich Water Strategic Management Plan addresses Organisational Development within the following Management Plans. These are the Policy Statements which mandate the actions that we will take to achieve our goals.
| G1 - Policy Development |
Ipswich Water will identify policy needs and in liaison with Council progressively develop the policy framework required to support the effective and efficient delivery of service to the community.

| G2 - Human Resource Development |
Council requires Ipswich Water to ensure the function of delivery of water and wastewater services is adequately resourced to deliver stated levels of service.
Council requires Ipswich Water to provide the staff resources and skills necessary for meeting performance targets.
Council requires Ipswich Water to:
- develop a culture for innovation and customer service
- develop a positive staff attitude towards organisational change, a personally satisfying work environment and a long term career focus in staff
- use training as a tool to enhance the personal satisfaction of staff as well as providing for adequate work based skills
- review relationships within the organisation for more efficient flows of information and authority, and analyse and modify work practices to achieve efficiency and performance targets

| G3 - Statutory Compliance |
Ipswich Water will satisfy all statutory requirements and compliance issues relevant to the Business Unit.

| G4 - Business Management |
Ipswich Water has developed this management plan to capture the business management functions of Ipswich Water within the overall SMP management framework. The business management functions include the responsibilities of strategic and business planning, (including the preparation and management of the SMP), administration, corporate support and corporate governance.

Systems Development
The Ipswich Water Strategic Management Plan addresses Systems Development within the following Management Plans. These are the Policy Statements which mandate the actions that we will take to achieve our goals.
| F1 - Quality Management |
Council is committed to the development of a quality management system for Ipswich Water.
Council requires Ipswich Water to obtain and maintain third party quality accreditation to ISO 9002 for the provision of water supply and wastewater services, to ISO 9001 for the design, construction and commissioning of water supply and wastewater infrastructure, and to ISO 14001 for environmental management of the activities and infrastructure under their control.

| F2 - Information Management |
Ipswich Water will develop and implement information management systems in liaison with key stakeholders within Council, to support the achievement of agreed performance levels in the delivery of water and wastewater services.
Ipswich Water must ensure that any development and implementation of information management systems aligns with Council's corporate architecture.
Key management outcomes being sought include:
- reliable information readily available for management, planning, operations and customer service
- efficient use of systems, processes and flow of information to maximise benefits
- improved knowledge of business and infrastructure performance

| F3 - Risk Management |
Ipswich Water shall identify and minimise the risks, as far as practical of conducting its business activities and providing customer services.

Customer Service Charter
Who are we?
We are the Water and Wastewater Commercial Business Unit responsible for undertaking the broad functions of water supply and wastewater service delivery.
What do we do?
We have been established to ensure that a high level of water and wastewater services is provided to the community of the city of Ipswich in a cost effective, efficient, timely and responsive manner applying commercial principles of service delivery.
We purchase, treat, store and distribute water to customers of Ipswich City Council to meet the social, health, economic and environmental needs of the community while encouraging water conservation.
We also collect, transport and treat raw sewage and sewerable trade waste from customers of Ipswich City.
Customers' Rights
Our customers have a right to:
- A continuous water and wastewater service which meets their reasonable needs and expectations
- A water service that meets health requirements
- A wastewater service which meets customer environmental and health requirements
- A timely response to enquiries
- Be informed of planned interruptions to services before the interruptions occur
- Urgent action and property restoration/compensation in response to wastewater overflows
- Be informed of proposed works by Ipswich Water
- The restoration of a street/driveway/property after construction by Ipswich Water
Council's Rights
Council has a right to:
- Interrupt the water supply for the purpose of carrying out maintenance works
- Refuse extension of supply of water and wastewater services
- Make charges, replace meters and issue accounts
- Enter properties for operational purposes
- Protect public health and property
