Recycled Water Management Plans

The recycled water management system adopted by Council requires the preparation of separate Supply and Use Management Plans, in accordance with the Queensland Water Recycling Guidelines

A Recycled Water Management Plan documents a risk management based system for managing the safe use of recycled water.

Ipswich Water, in accordance with the Queensland Water Recycling Guidelines, requires all recycled water users to develop a Recycled Water (Use) Management Plan. 

Council itself has developed a Recycled Water (Supply) Management Plan encompassing all supplier infrastructure and activities associated with the supply of our recycled water product.

This demonstrates our capability to provide safe, reliable and quality recycled water services fit for their intended purpose.

At Ipswich Water we are strongly committed to quality customer service. While Recycled Water Management Plans are the responsibility of the user, we recognise there are inherent difficulties and complexities in their development.

Ipswich Water is providing a high level of customer support through the preparation of Recycled Water (Use) Management Plan (RWMP) Templates for our customers. Our technical staff are also able to provide guidance in the elements of a compliant RWMP.

What does the Recycled Water (Use) Management Plan cover?

  • It deals with all on-site infrastructure and activities associated with the use of recycled water by a water carrier or customer.
  • It demonstrates that foreseeable environmental and community health risks resulting from the use of recycled water have been identified and reduced to an acceptable level. 

What are the essential elements of a compliant Recycled Water (Use) Management Plan?

The Recycled Water Use Management Plan shall be based upon a site-specific health and environmental risk assessment and must include the following elements:

  • Customer details
  • Description of intended recycled water use/s and intended supply quality
  • Designation of risk assessment team
  • Process flow diagram of on-site infrastructure associated with each intended recycled water use
  • A risk assessment identifying hazards or potential hazard events and control measures required to reduce risk to acceptable levels*
  • Designation of critical control points and critical limits where applicable
  • Description of Monitoring Programs consistent with the risk assessment outcomes and the requirements of the Queensland Water Recycling Guidelines
  • Feference to any management procedures and corrective action procedures relevant to risk reduction
  • Reference to any documentation, record keeping and reporting relevant to risk reduction

 

* The risk assessment team should assess the risk posed by intended uses, possible unintended uses and possible environmental discharges, to the following receptors at each process step:

(a) Site employees and visitors via:

  • ingestion
  • aerosol inhalation
  • contact
  • deliberate or inadvertent misuse

(b) The community via:

  • aerosol inhalation - off site or downstream
  • ingestion - off site or downstream
  • contact - off site or downstream
  • odour/atmospherics

(c) The environment (being surface water, ground water, soils, plants, atmosphere) via:

  • release to surface water
  • release to ground water
  • release to atmosphere

It is important that you familiarise yourself with the Queensland Water Recycling Guidelines, the Policy, Terms and Conditions for your respective recycled water service (see Tankered Supply Services) and the applicable Recycled Water Information Sheets.

This template provides a basis on which to develop a Recycled Water (Use) Management Plan for tankered recycled water supplies where no on-site infrastructure is involved. Any person or organisation making use of this template to prepare a Recycled Water (Use) Management Plan must ensure that all risk controls they deem necessary to protect public and environmental health are included in the Management Plan.
